THE SOCIAL SIGNIFICANCE OF PROPERTY RELATIONS (WAQF FUNDS) AND VIEW OF CHARITY IN THE KAZAKH STEPPE

Abstract

This article examines the social significance of the Waqf funds and the emergence of charity in the Kazakh steppe. Based on the documentary information used, it is clear that charitable foundations in the Kazakh steppe have existed for centuries. The emphasis placed on the activities of charitable foundations and their importance in Kazakh society and the administrative and institutional features of the Waqf foundations are considered. Work by not only domestic scientists but also foreign scientists was used. An attempt was made to give a critical assessment from the point of view of synthesis, retrospective, historical-genetic, historical-typological, and historical-systemic methods using the method of historical analysis. The article also references Ayas from the Holy Qu'ran and hadiths of the Prophet. Currently, the idea of reviving the concept of Waqf funds, implementing it at the legislative level, and putting it into practice, as well as showing new aspects of the activities of Waqf funds to the citizens of the Republic of Kazakhstan has been proposed. In addition, based on the expected results, a directory of the Spiritual Administration of the Muslims of Kazakhstan is to be prepared, which will provide useful information to the people of Kazakhstan as a whole, including the Muslim community. In the coming decades, the idea of practical application of "Waqf" arose in the legislation of the Republic of Kazakhstan may serve as valuable scientific information in research.
