Abstract
This article provides a scholarly analysis of the main factors that necessitate changes in fiqh rulings. It examines the principles governing the change of rulings within Islamic legal theory, their Sharīʿah foundations, and the specific features of their application in the contemporary context. The study systematically analyzes the impact of factors such as time, place, circumstances, custom (‘urf), the renewal of information, changes in needs and capabilities, as well as ʿumūm al-balwā (widespread hardship), on legal decisions.
